Try changing the variantion % in Manufacturing Settings. That should allow you to overproduce compared to the planned quantity.
As for underproducing, you should be able to short close the Work Order and then backflush additional quantities that were used.

I know you can change status to Stopped, but I want it to be Completed.
Is there a way to under produce in job card as well, our employee don’t know in advance the quantity they will produce and we want to time them in job card to calculate operation cost.
