HR is not able to access transferred employee

Hi, recently I have transferred employee from Vizag to Hyderabad using employee transfer. Now Hyderabad HR is not able access transferred employee record. When I try to open that Employee record, I see below warning popup. How can I overcome this issue?

Not allowed for Branch: Visakhapatnam in Row 1. Restricted field: branch
User hr.hyderabad@example.in does not have access to this document

Try giving Visakhapatnam branch permission for HR.

But, it gives them access to specific branch employees. Maybe employee branch transfers have to be done by user who doesnt have branch restrictions

I have created a new Property Setter for branch field of Internal Work History child table to ignore_user_permissions and set value to 1

I have created an employee transfer within the same company and branch, but when I update the New L1 manager (which can be any L1 manager), the Rhr is selected from different location and sbu. Did you face any issues like this?
