When we give user role as a HR Manager he cannot access a Active Employee ? he only see self in employee list ? why ?

Inside the User Account I have a total 16 employee but user only see themself:
Check if user permission for that HR manager user is set for Employee.
If user permission was set, delete the user permission for Employee (You can keep the other user permission for company) and it should show all employees.
