HR manager should not submit own leaves

I have set the Hr manager as the leave approver for all the employees the hr manager leaves should be approved by the manager but the hr manager himself is able to submit his own leaves. Is it possible to do so and if so how? Can someone please help…

Put the HR Manager in a different department and make his Manager the only leave approver for that department.

Yes The Hr manager belongs to HR department and his manager is the leave approver for that dept. and the Hr manager is the leave approver for other department still hr manager is able to approve his own leaves.
