I am setting user permission on field level on employee, but that field is hiding from Admin also

1. Going To Customize Form of employee.
2. Selecting the field which i want to hide from the user(Resignation Letter Date in exit block)
   
   
3. Coming To role permission manager, and adding new rule to employee
   
   
4. But this field is hiding from admin also.
   Can someone tell me what thing i may be doing wrong?

You should also grant Level 2 permissions to the Admin role.
