You need to set the account against the linked salary component in the accounts table:

You can use an accrual system while submitting salary slips. In this, an expense account is debited and another liability account is credited.

Your liability account will be linked in your company under Default Payroll Payable Account:

So you can set up an Expense account against your salary components as they are your salary expenses
