I need instructions for using projects

I need instructions for using projects in erpnext v15. I don’t understand the difference between the user part of the project and the rule that can access the project. In the tasks section, I don’t see a place to assign tasks to employees. So with an event management problem. When an event is created, how can I specify which employee is responsible for which task during that event? I need guidance, I’m new, still learning!
