when I submit sales invoice in ERPNext then it automatically send whatsapp message to that particular customer sales invoice PDF with his outstanding balance.
Is it possible if yes, so how can I do that.
Please help me to do this, as it is very important for my system

Yes I’ve did it but it sends email and whatsapp notification to the particular group not to that individual.
It is just for system user group or customer group not for that customer for which I’m generating invoice.
You may try our Wati-integration app which is for sending messages to WhatsApp. Also, we have a feature to make groups and send messages to them based on any action like save, submit, update, etc.
