Why is India Compliance disabling the option to automatically add tax from item tax settings?

## Current Issue Following are the accounts settings that need to be handled … ![image](https://user-images.githubusercontent.com/10496564/176983639-3ce5f610-17aa-4154-b15c-2968bb6fc940.png) - **Determine address tax category form:** This should be always Billing Address for India specific users. Inter State vs Intra State is based on Billing Address GSTIN, So this should be set to this by default. - **Automatically add taxes and charges from item tax template:** This should be always untick by default. As per current design, we are having all taxes (input, output, reverse charge) in one template. If this is enabled, it will fetch all taxes and this is not what a user wants. ## Proposed Solution - Post Install Patch for above fields. - Property setter to make this fields Read Only. - Description to make users aware that these settings are overridden. ![image](https://user-images.githubusercontent.com/10496564/176983952-9e9b1262-cf37-4d08-b827-c2bf2f6d0425.png)

Item tax template is designed to be used in conjunction with Taxes and charges template for India Compliance App.

Tax accounts are used from the taxes and charges template
Tax rates are captured from the Item Tax Template.
Where Item tax template is missing, default tax rates from taxes and charges template is used
