Install apps user restrictions

Hello everyone. How do you restrict a system user user from installing apps in erpnext? Is there a way to restrict a system user not to create other users, and not to set desktop icons for other users. Please help me here. Thank you!

Goto page > applications > remove role system manger and add administrator

Using role permission manager.

Goto Role Permission Manager > select doctype as User > remove the system manager user
Do same above process for the desktop icon, you can give permission to at least one user(Administrator) for future modifications.
