Is Submit Permission is not enough for Submitting a Record, does Write permission is also required?

Getting this Error

this is Role Permission Manager

even though submit permission is given, still getting error saying “Insufficient Permission Write”
If decided to give Write permission then HR User should not be able to edit the record, just view/read and submit
so how can i achieve that

The Amend permission is the same as Edit.
Giving the user Write permission will allow record creation but not the ability to edit a record.
