Is the number of System Users limited in the Free subscription plan?

And this article states that the number of System Users is restricted based on the subscription plan.

But it is unclear whether this is only for paid plans. Is the number of System Users also restricted in the Free (self-hosted) subscription plan? Or is it unlimited?

There is no limit of users in the self-hosted plan.
It’s unlimited.
