1.) if you check here Releases · frappe/erpnext · GitHub you’ll see the latest v11 relase has the tag pre-release. Also the release number is Release v11.0.3-beta.12. Beta is beta, not a stable release

2.) there wil be an Announcement in the forum once v11 is officially released. Before you see such … not released yet

If you’re on v10, you will have to wait till v11 is merged to master. Currently v11 is on a separate branch (staging) and is in beta stage. v10 is on master/stable branch.
