I have a user who has the Sales Master role. Please screen shot:
Also, checked the role permissions manager, which shows that this role enables editing (write, delete) for Price List:
Yet, that user is getting this error:
What is it that we are missing?

please try to add selling settings to Sales Master Manager role in role permission manager. the reason is that when the new price list is created, the selling setting is read .
We did that. Still we have the same issue.
I think what you need to do is to go to User Permission & search for User Permissions of the User and check if the User has restrictions based on the document type(s) then remove it by marking those found restrictions and delete them from the Action (Blue) Button and try it again. Good luck!
