it seems that in order to answer an issue with an attachment, is necesary to upload the attachment for this issue, but is not available for other answers.
Is there a way of uploading global attachments? Makes no sense to upload and duplicate standard documents for every issue.

Hi there, we were following the Github issue, and i think is a great feature.
But the solution of this is much more simple and may be complicated using the document manager. What we propose is, that the attachments uploaded in the outgoing email account at Setup → Email → Email account are available to attach in any email sent from this outgoing account.
