Item tax template not populated in sales order

Hi. I have created an item tax template for item X, however, when I create a new sales order and want to select the tax template for the item it doesn’t appear:

I use erpNext 13.

Did your thirdarty have another Item Tax Template ?

Besides the three default ones I have 4 more but only one of them is linked to item X.

I noticed if I set Minimum Net Rate to 0 then the Item Tax Template appears but it disappears again if you select it!
