Job Applicant Attachment became Private File in ERPNEXT V12.7 and Can not Access to Private File with System Manager Role in Frappe V12.5

#21385 In job applicant web form, the resume attachment became a private (in V12.7), but in last version it was a public
when it is a private file I can not access to them because this frappe issue #10073
which is only the administrator can access to private file even if the system manager also can not.
