it is worrying to us that, job cards are getting created for some of the some work orders and not getting created for few work orders
any reason for it ?

Kindly explain in detail your problem, we are not getting the problem.
May be because, this work order has been started as I can see 1 item has been produced so that’s why job card is not created.
Try creating a new work order.

Job cards are not creating even work order is submitted and stock entries are not done.
