If the planned Qty to Manufacture is 3 and completed Qty is 2 , Job cards is not getting closed.
is there a way that we can partial close the job cards for accepted quantity ?
Any progress here?

ERPNext treats a Job Card as a consumption and production record tied to the Work Order. By design, a Job Card must be fully completed for the system to realize finished goods.
A Job Card records operations, time logs and consumption. It is not the document that produces finished goods. Finished Goods always come from the Work Order. ERPNext does not allow partial “production” at Job Card level espcially when operations are involved. It keeps on waiting until you record time on different timeslots within same Job Card to process raw materials on the same station.
If you wish partial machining and move on FG item realization then should not use job cards mechanism but set operations cost in BOM as following;
