Letterhead - Error while creating New Letter Head

Error: Value missing for Letter Head: Header HTML.

We can create LetterHead in HTML.
Above error is flagged when Image is selected

In v15 and v14, properly worked. No issue was found with creating a new letterhead.

Tested in latest v15, no issue found.

We have 2 instances . Working in one not in the other.
How do we clear this issue ?

Update it with the latest version and check it.
