Hi, it is possible to get data from each item inside quotation/sales order regarding max discount then set the maximum percentage of additional discount of sales order/quotation according that data (the lowest max discount).

Yes, You get data from each item inside
Like On Save event, you run for loop on child table and get the field value of item
use Authorization Rule Doctype to limit max itemwise and additional disccount percentage
