List Settings option is not present for regular user

Hi – I configured List Settings of my Non Conformance issue list page so that it contains the only fields I needed. I, as System Manager, did this thru the 3-dot button menu and chose List Settings.

And I would like the same view for all my users.

But my regular Quality User (which I have newly created and already granted all the rights available) still can not see this List Setting option.

Is this something that can be fixed with proper permission?


Only System Manager can access the List Settings.
