Make Filter Mandatory based on a selection from another filter in Query Report

I have 2 filters. Filter 1 (Select field with 3 values) and Filter 2 (Link field). My usecase is, I want to set Filter 2 as mandatory if Filter 1-Value 1 is selected and set it to non-mandatory if the other 2 values are not selected. Is this possible? Or can someone direct me to a similar report already available? Thanks in advance!
