I wanted to add an employee phonebook under its own category and made a preliminary research. I guess I am missing Master document type and the system does not allow me to add it :(. What would be the issue?
I manually added Master type
After saving the master type it is gone
Use “Setup” we changed the names to match the Module view

When I use setup It appears under setup. It should appear under HR (like setup) and should be easy to find for everyone. In the end, it is a phonebook.
I understand your problem,
Make new file in your app/config folder
So you can rearrange this view.
