Multiple files upload to issue

I am setting up Issue module for web portal. However, the attachment field only allow us to attach one file from the web portal. And those files we attach at the back end (the issue module) can not be seen by the user from portal. Is this by design? Can we do anything to allow multiple files upload (and receive) from portal?
