frappe.utils.getdate(doc.visa_valid_upto) <= frappe.utils.add_days(nowdate(), 45)

You don’t need to add a condition here.
The condition is to filter out documents and not to pick “days before”. Try it out with some test documents and click on “get alerts for today” to see if it works.
