New update take away employee's ability to view leave balance report

I realized that e748515 (add roles in the report) takes away the ability of employee role to view the employee leave balance. The employee_leave_balance.json has only 2 roles which are HR Manager and HR User. Employees used to be able to view their own leave balance by accessing this report. Is this the new design to stop employee to access the report?

You can set custom roles to the report using Role Permission for Page and Report

I have done that by adding Employee into the permission but it doesn’t work.
