Not able to add bulk users using Data Import

Am using the below template to add users

ID Email First Name
user1@gmail.com user1@gmail.com uma1
user2 @gmail.com user2 @gmail.com uma

It’s showing the error Newly created user user1@gmail.com has no roles enabled. I also tried with
the following values for the below field

User Type : System User
Role (Roles Assigned): System User

Not able to import users.

Finally done by using the following template

Email First Name User Type Send Welcome Email
check1@gmail.com check1 Website User 0
