Notification Bell-Does not Notifiy

Hi
I have Setup email notifications , however the notification bell top right hand corner does not show any notifications that there is something new , i have to click on the bell to check if there is anything new, then only does the system check and show something new.

ERPNext: v13.1.1 (version-13)

Frappe Framework: v13.1.2 (version-13)

Same problem here, v13.19.0

Same problem, I discovered that it only happens with sites that were migrated from a version prior to 13
