Option to hold specific serial numbers for Delivery

Hi there, we want to keep some serial numbers in our stock (due to difference in cost)
Is there any option we can hold specific Serial numbers for Delivery.
That not any user can deliver the item?

But for Custom Script, i don’t have idea…
