Parent label in top bar section does not work

in frappe cloud
ERPNext: v13.0.0-beta.4 (HEAD)
Frappe Framework: v13.0.0-beta.5 (HEAD)

By Login and open web site settings , in TOP BAR section by create new or edit existing one and try to select parent label , I got empty combo

it work for version 12
but in version 13 doesn’t work, i think it’s a bug for the version

This can be solved temporary by editing the Database tabTop Bar Item table and set the ‘parent_label’ manually to the desired parent label value.
This worked for me.
