Party Type - Employee not Display Employees list in Party at Payment Entry

input Payment Entry account user only has a select own employee number. account user con not select any other employee to complete the payment entry.

how to setup the permission for over come this issue

I Unchecked the check box of Create User Permission and also remove the Account User Employee Permission of the User Permission List
