Payroll Entry for Absent Employees despite payroll settings configured properly

Good day,
I have configured the Payroll Settings to “Consider Unmarked Attendance As” absent.
When I am about to finish Payroll Entry and am about to press “Create Salary Slip”, it requires me to still enter attendance for unmarked employees?

I thought I no longer need to do this since the Payroll Settings was already configured?
