Permission Issue With Reports

We have been experiencing an issue when any user (Even Admin) tries to download a report they get the message “You do not have enough permissions to access this resource. Please contact your manager to get access.”… even though the report actually gets downloaded.

We also see the same message when trying to update queries in the report builder.

We have an RDS setup for our database, and we have implemented a load balancer setup… I don’t know if these have anything to do with this issue since we have implemented those things for some time now… but I thought to mention them.
