Please select Charge Type first ERROR when set up taxes and charges

Hello guys. Seems I can’t set up new taxes through taxes and charges template!!! After opening taxes and charges template I can’t set charge type, account head or rate! I keep getting this error “Please select Charge Type first”.

Any quick help will be appreciated.
