Pop-up notification if stocks reach 50% level

Hi

Can someone teach how I do it if the item reach the (MSL) Minimum Stock Level? If the stock 50% the system show me notification or auto-order to the supplier. thanks
For example:
Item name | MaxStockLevel |MinStockLevel
Apple 100 50
