Private files cannot be access unless you logged in

Hi Everyone,
In the latest update, a message was popped up with below updates.

Can anybody tell me what does it mean “Private files cannot be access unless you logged in”

Public files are always accessible to the world if they know the URL, even if you are not logged in. Private files need you to be logged in, else it will show Forbidden page.
