I have a problem working with frappe. I created two users which have the same role but just one of them receive notifications. should I set something for more than users in one role?

sorry for delay. I wasn’t feeling well these days.
I worked a bit more and found that when I call the notifications api with postman with no filters set, I only get the notifications for one of the users and with other users credentials I get zerro notifications. here is the screenshot of my settings:
