Problems on purchase order

Hi,
can anyone help me,actually i have input data in a purchase order and already save it,but could not submit it.I cannot find submit so that i can click on it

Actually you do not have rights to submit. Go to setup and get the authority.

actually I have all the rights(the roles and permission) to submit,but still could not submit the purchase order just because the word submit could not be seen in the purchase order so that i can click on it.
