The docs for UAE: UAE Regional Fields (erpnext.com) has some features that I would like in a non-UAE company, namely vat exempt and zero rated vat. What is the simplest approach to solve this?

VAT Exempt + Zero Rated VAT is available through ITEM Tax Template or through configurable options as well.
