How can someone make the lines of Quotation price round,
the normal rounding rounds the total price or vat…

Mathematically speaking it is bad practice to round line items. Rounding should be the last step before a full transaction is completed such as a payment where legal currency could impose the smallest change. Else there is a way to write off the last few cents or dollars at the last step, if you can’t deal with fractions 
for quotations, offer a discount.
I need it only on the printout not on the actual data
What print out are you referred to?
