sales invoice document is getting saved but after saving, save button is not getting change to submit button
what might be the issue or how can i debug to find the issue?

I am logged in as administrator, administrator has roles Accounts User, Accounts Manager
this is the role permission manager for sales invoice doctype
so administrator should be able to submit the sales invoice but
is there any possibility that the role “All” is overriding permissions of Accounts User, Accounts Manager?
