Separated the RTL CSS

Hello everyone, thanks for the great work.

I wanted to improve the RTL support in the CSS files but I have found that it would be messy to work on the same css for both interfaces. So, I suggest to have a separate RTL css files. One advantage is that we can include morteza/bootstrap-rtl.

I have created a pull request for this; check it out #2473.

What do you think?

If you would like a particular screen just let me know.

I am waiting for this PR to be approved so I can work further on the RTL support.

Dear dalwadani,
I’m trying to install your App bootstrap-rtl but there is error appear says “There is no setup.py File”
So how can i use the separated RTL CSS.
