Set System Time Format "HH:mm"

Hi All,

I want to change system time format from “HH:mm:ss” to “HH:mm”.
So I searched and found this:

But I can’t see this option in my system settings. How can I do that changes?

My ERPNext version is 12.9.4.

@alimert801 this option is not available in v12, only on develop branch and v13 as of now.
