Set User Permissions and Rules Problem / Misunderstanding?!

hi all…

any permission that i try to make it gives me an error as the following:

For Warehouse Employee at level 0 in Account in row 1: Cannot set Assign Submit if not Submittable

i dont understand why is this at all because i clicked on submit so it must be submittable right?

What I get from your post is that you are trying to assign a SUBMIT permission to a user for Warehouse Master, please note that Warehouse is a master and hence not submittable.
