Now from a good system this type of problems are not accepted.
Try to create an expense claim,
and soon you will be able to select a different employee in from field.
Now you can claim expenses being anybody else…

You can do it only because you are the System Manager / HR User.
For a normal user (of role Employee) you can only create your Expense Claims (if the user_id is correctly linke in the Employee record). - see the Permission Rules.
