Firstly you need to install frappe completely before you can create sites.
Follow the complete installation
Once you have completed that part you can then commence with setting up Multi Tenant by following this

I did use the easyinstall and it installed successfully.
"bench new-site " must be run in the frappe-bench directory for creating new sites after easy install.
