I’m getting all these notifications, they don’t actually match correctly with the count at the top. Also if a document is complete the notification doesn’t disappear. Why have this anyway?

Usually it takes time for about from few seconds to a minute depending upon system load and background process which handles this via socketio
If that does not help and mismatch remains as it is, then flush your local store / browser cache / try with another browser.
If count still remains jumbled, you should do clear cache from top-right corner menu inside ERPNext.
Try $ bench doctor if its self installed instance of erpnext to checkout any anomalies.

All have cleared now, I’m not sure how long it took to clear them. I’m not running it on a slow system. I’ll keep trying to see where it’s causing the issue. Hopefully it’s not a cache issue, as you wouldn’t expect users to clear cache after every task.
Is it possible to completely turn the notifications off?

Its cache issue and user should do it once in awhile to eliminate wrong assumptions and confusions.
You should checkout log for finding more details in frappe-bench/logs/ directory. to troubleshoot further.
I am not sure, but you cant turn off notifications easily, if you desperately need so, raise an issue with request to provide an option to make it enable/disable on Global and per user basis. I am not sure either if this request would be accepted or not by core team, but you may try!
