The scrolling down UI distributes data badly , and is hard to give a good overview. Tabs are a good way organize and give a good overview as business process is grouped specifically under tabs .

On the contrary, scrolling is a much more natural action, specially when you extend your UI to tablets and mobile
Our experience has shown that scrolls are much easier for the user to find. I believe I read a 37signals blog mention it (though cannot find it anymore)... In their new basecamp, they have eliminated tabs at the top level too.
I think its a design call, and we like scrolling over tabbing (all our forms were tabbed in a previous version)! Though you are right about long forms being overwhelming - I am working on a design to address that very issue right now.
