Give “System Manager” Role then Roles will be shown

if system manager role give then automatically other permission given because there are other permissions in the ‘system manager’ role i don’t want to give other permissions.
is there any specific permission?
Then you can create new custom role and give the access of Role List.
Grant this custom role to User

i have create new role and given role profile permission Read, Write, Select, Report, Email
but still for this user role profile tab not show i have hard refresh also
